Criminal Justice Act (CJA) Resource Page Frequently Asked Questions by CJA Counsel
What is the "CJA Panel?" The Criminal Justice Act -- or "CJA" -- panel for the Northern District of California consist of private attorneys who accept appointed cases where a conflict prevents appointment of the Federal Public Defender. CJA counsel are reimbursed for their representation by the United States District Court, according to rates set by Congress. Funds for investigators, experts, and other defense-related staff are also reimbursed by the Court. Further details about reimbursement are available on the Court's CJA links. How do I join the CJA Panel? Counsel are appointed to the CJA panel for a three year term, and can be reappointed for subsequent terms. To become a member of the panel, counsel must be qualified to practice in the district, and must submit an application for review by the CJA Committee. For practitioners who do not have federal experience, the Federal Public Defender's Office offers a mentoring program. Interested counsel may contact CJA Panel Administrator Ruben Deang, at (415) 436-7700. I want to check on the processing of my CJA voucher. Who do I contact? Thirty days after submission of the voucher, CJA counsel should contact Lonnie Lim at (415) 522-2198 in even numbered cases and John Huang at (415) 522-2051 in odd numbered cases. All substantive law questions should be directed to CJA Supervising Attorney Jeane DeKelver at (415) 522-2822. May CJA counsel use the resources of the Federal Public Defender's Office? CJA counsel serve a vital role in the vigorous defense of indigent clients, and the Defender's office is pleased to offer all assistance possible. CJA counsel can meet clients at the FPD office, and may use the office library if an issue arises while in court. The duty AFPDs are also available to answer legal questions from CJA counsel. The FPD Office unfortunately does not have the resources to provide full office space or staff support to the entire CJA panel. In the San Francisco federal building, CJA counsel may also use the district court library on the 18th Floor, and the Attorney's Lounge -- also on the 18th floor. |
